Però per questi Stati il 3% del Fondo europeo di sviluppo regionale può essere usato per la ristrutturazione delle abitazioni fatiscenti e la loro messa a norma (articolo 7 del Regolamento). Il rapporto approvato chiede che questo diventi possibile anche per tutti gli altri Stati membri e spinge per un riconoscimento europeo per standard minimi di decenza delle abitazioni, e per un maggior coinvolgimento delle autorità locali nella pianificazione e gestione dei fondi strutturali.
